Terror Report Identifies Sudan as State Sponsor of Terrorism, May 21, 2002
(Africa overview of 2001 Patterns of Global Terrorism Report)
The shock produced by the September 11 terrorist attacks on the United States and renewed international cooperation to combat global terrorism are producing a "new readiness" on the part of African leaders to address the problems of international terrorism, says the Africa Overview section of the 2001 Patterns of Global Terrorism Report.
The report, which was prepared by the U.S. Department of State and released May 21, adds, however, that "international terrorist organizations with Islamic ties, including al-Qaida and Lebanese Hizballah, have a presence in Africa and continue to exploit Africa's permissive operating environment -- porous borders, conflict, lax financial systems, and the wide availability of weapons -- to expand and strengthen their networks."
Sudan, which is identified in the Africa Overview as one of the seven state sponsors of terrorism, is discussed in a separate state sponsorship section of the same report.

Africa Overview
"The Organization of African Unity (OAU) expresses to the Government and people of the United States of America the full solidarity and the deepest condolence of the OAU and the entire people of Africa over this tragedy which affected not only the people of the USA but humanity as a whole." There was nearly universal condemnation of the September 11 attacks on the United States among Sub-Saharan African governments. These governments also pledged their support to the war against terrorism. In addition to bilateral cooperation with the United States and the global Coalition, multilateral organizations such as the Organization of African Unity and the Southern African Development Community have committed themselves to fighting terrorism.
The shock produced by the September 11 attacks and renewed international cooperation to combat global terrorism is producing a new readiness on the part of African leaders to address the problems of international terrorism. Africa's increased cooperation may help counter the persistent threat and use of terrorism as an instrument of violence and coercion against civilians. Most terrorist attacks in Africa stem from internal civil unrest and spillover from regional wars as African rebel movements and opposition groups employ terrorist tactics in pursuit of their political, social, or economic goals. Countries where insurgent groups have indiscriminately employed terrorist tactics and attacked civilians include the Democratic Republic of the Congo, Liberia and Sierra Leone.
International terrorist organizations with Islamic ties, including al-Qaida and Lebanese Hizballah, have a presence in Africa and continue to exploit Africa's permissive operating environment -- porous borders, conflict, lax financial systems, and the wide availability of weapons -- to expand and strengthen their networks. Further, these groups are able to flourish in "failed states" or those with weak governments that are unable to monitor the activities of terrorists and their supporters within their borders. Press reports also indicate that terrorists may be using the illicit trade in conflict diamonds both to launder money and to finance their operations.

Angola
Angola made strides in combating terrorism since the September 11 terrorist attacks on the United States. In late November, the National Assembly passed a resolution calling for Angola to participate in regional and international efforts to combat terrorism, to include sharing intelligence, technical expertise, and financial information, and cooperating on legal issues. President dos Santos publicly backed U.S. military actions and supports the Organization of African Unity resolutions against terrorism.
For more than two decades, Angola has been plagued by the protracted civil war between the National Union for the Total Independence of Angola (UNITA) and the Angolan Government. UNITA is believed to have been responsible for several brutal attacks on civilian targets in 2001. Unidentified militants -- suspected of being UNITA rebels -- ambushed a train killing 256 persons and injuring 161 others in August. Later that month, armed men fired a missile at a passing bus, killing approximately 55 and wounding 10. UNITA rebels are also suspected of attacking a farm in May, killing one person, wounding one, and kidnapping 50 others.
During 2001, violence from the Angolan civil war again spilled over into neighboring Namibia. The Angolan Government, operating on the invitation of the Namibian Government, pursued UNITA rebels into Namibia. Border clashes resulted in several attacks. In May, rebels attacked a village killing one person and wounding one other. Earlier in the year, armed men entered a village, abducting eight persons who were taken to Angola and held hostage.
(On 4 April, 2002, shortly after the death of Jonas Savimbi, UNITA leaders signed a cease-fire agreement with the Government of Angola.)
Djibouti
Djibouti pledged early, strong, and consistent support for the U.S.-led Coalition in the global war on terrorism. Djibouti also hosts Coalition forces from France, Germany, the United Kingdom, and the United States. Djibouti closed financial networks suspected of funneling funds for terrorist operations that operated there and issued a Djiboutian executive order that commits the country to cooperate fully with U.S. counterterrorist financial measures.
Ethiopia
Ethiopia has been another strong supporter of the campaign against terror. The Ethiopian response was immediate and vocal following the September 11 attacks. Ethiopia also has shut down terrorist financial networks operating in its territory. Ethiopia continues to cooperate in examining potential terrorist activity in the region, including in Somalia.
Kenya
Kenya already had suffered from an al-Qaida attack on the U.S. Embassy in Nairobi in August 1998. Kenya remained a key ally in the region, implementing new measures to impose asset freezes and other financial controls, offering to cooperate with the United States to combat terrorism, and leading the current regional effort toward national reconciliation in Somalia. Kenya is a party to 10 of the 11 antiterrorism conventions and is a signatory to the newest, the 1999 UN Convention for the Suppression of the Financing of Terrorism.
Nigeria
Nigeria has strongly supported U.S. antiterrorism efforts around the world as well as the military action in Afghanistan. Nigeria led diplomatic efforts in the U.N. and the Economic Community of West African State (ECOWAS) and in the battle against terrorism. The Nigerian Government has drafted legislation -- the Anti-Terrorism, Economic and Financial Crimes Commission Act -- that contains explicit criminal sanctions against terrorism and its financing. The Government of Nigeria is committed to preventing its territory -- home to Africa's largest Muslim population -- from becoming a safehaven for Islamic extremists.
Senegal
Senegal has been a leader in the African response to the attacks of September 11, with President Abdoulaye Wade's proposed African Pact Against Terrorism. President Wade stressed this issue with many of the continent's leaders during a two-day conference in Dakar in October 2001 and is energizing countries to join the fight via the Organization of African Unity/African Union. The Senegal Central Bank and regional banks based in Dakar have modified regulations to restrict terrorist funding. Senegal has also created a regional counterterrorism intelligence center, using assets of its security and intelligence services along with assistance from the United States. Senegal plans to ratify all remaining U.N. conventions against terrorism in the near future.
Somalia
Somalia, a nation with no central government, represents a potential breeding ground as well as safehaven for terrorist networks. Civil war, clan conflict, and poverty have combined to turn Somalia into a "failed state," with no one group currently able to govern the entire country, poor or nonexistent law enforcement, and an inability to monitor the financial sector. Some major factions within Somalia have pledged to fight terrorism. However, one indigenous group, al-Ittihad al-Islami (AIAI), is dedicated to creating an Islamic state in Somalia, has carried out terrorist acts in Ethiopia, and may have some ties to al-Qaida. AIAI remains active in several parts of Somalia. In July, gunmen in Mogadishu attacked a World Food Program convoy, killing six persons and wounding several others. In March, extremists attacked a Medecins Sans Frontieres medical charity facility, killing 11 persons, wounding 40, and taking nine hostages. The hostages were later released. The need for cooperation among Somalia's neighbors in the Horn of Africa is obvious, given the long borders shared with Somalia by Djibouti, Ethiopia, and Kenya. These countries have -- individually and, in cooperation with the United States -- taken steps to close their ports of entry to potential terrorists, deny use of their banking systems to transfer terrorist-linked assets, and to bring about the peaceful reconciliation and long-term stability that will remove the "failed-state" conditions currently found in Somalia.
South Africa
South Africa expressed its unreserved condemnation for the 11 September terrorist attacks on the United States. The Government has offered its support for U.S.-led diplomatic efforts to fight terrorism. South Africa also supports the Organization of African Unity's counterterrorism resolution. South Africa continued to experience some incidents of urban terrorism in 2001.
Uganda
President Yoweri Museveni publicly condemned the 11 September attacks and called upon the world to act together against terrorism. Two insurgent groups -- the Lord's Resistance Army (LRA) in Northern Uganda and the Allied Democratic Forces in Western Uganda -- continued military operations aimed at undermining the Kampala government in 2001 -- resulting in several terrorist attacks that injured foreign nationals. In June, three bombs exploded simultaneously in public areas in Kampala killing one and wounding 19 persons. Suspected LRA rebels ambushed a Catholic Relief Services vehicle in September, killing five persons and wounding two others.
Alternate Means of Terrorist Funding? Diamonds and Tanzanite
Several media reports made the claim that the al-Qaida network has made millions of dollars from diamonds mined by rebels in Sierra Leone, either by trading them or using them to launder money. Revolutionary United Front (RUF) officials were alleged to have sold millions of dollars in diamonds to Usama Bin Ladin's al-Qaida terrorist network.
Similarly, allegations were made linking the sale of tanzanite to al-Qaida financing. Press reports claimed that a former personal secretary to Bin Ladin kept a diary detailing al-Qaida's use of tanzanite to help finance its operations for the past several years.
A subsequent claim was made that other radical Islamic groups (including the Lebanon-based Hizballah) transferred millions of dollars made from Congolese diamond sales to their organizations back home.
We continue to investigate these claims. The US Government also is cooperating with the United Nations, diamond-producing countries, and diamond-importing countries to develop a certification system for diamonds to prevent "conflict diamonds" from entering the international trading system.

The Brits never was attacked by terrorists before they joined the USA in attacking Iraq.
Along with the U.S., Britain launched air strikes against Iraq in Dec. 1998 after Saddam Hussein expelled UN arms inspectors. In the spring of 1999, Britain spearheaded the NATO operation in Kosovo, which resulted in Yugoslavian president Slobodan Milosevic's withdrawal from the territory.
In Feb. 2001, foot-and-mouth disease broke out among British livestock, prompting other nations to ban British meat imports and forcing the slaughter of thousands of cattle, pigs, and sheep in an effort to stem the highly contagious disease. The episode cost farmers and the tourist industry billions of dollars.
In June 2001, Blair won a second landslide victory, with the Labour Party capturing 413 seats in Parliament.
Britain became the staunchest ally of the U.S. after the Sept. 11 attacks. British troops joined the U.S. in the bombing campaign against Afghanistan in Oct. 2001, after the Taliban-led government refused to turn over the prime suspect in the terrorist attacks, Osama bin Laden.
Blair again proved himself to be the strongest international supporter of the U.S. in Sept. 2002, when he became President Bush's major ally in calling for a war against Iraq. Blair maintained that military action was justified because Iraq was developing weapons of mass destruction that were a direct threat to its enemies. He continued to support the Bush administration's hawkish policies despite significant opposition in his own party and the British public. In March 2003, a London Times newspaper poll indicated that only 19% of respondents approved of military action without a UN mandate. As the inevitability of the U.S. strike on Iraq grew nearer, Blair announced that he would join the U.S. in fighting Iraq with or without a second UN resolution. Three of his ministers resigned as a result. Britain entered the war on March 20, supplying 45,000 troops.
In the aftermath of the war, Blair came under fire from government officials for allegedly exaggerating Iraq's possession of weapons of mass destruction. In July 2003 Blair announced that “history would forgive” the UK and U.S. “if we are wrong” and that the end to the “inhuman carnage and suffering” caused by Saddam Hussein was justification enough for the war. The arguments about the war grew so vociferous between the Blair government and the BBC that a prominent weapons scientist, David Kelly, who was caught in the middle, committed suicide. In Jan. 2004, the Hutton Report exonerated the Blair administration of any misconduct concerning the weapons inspections and concluded that it had not “sexed-up” the intelligence dossier, an accusation put forth by BBC reporter Andrew Gilligan. The report strongly criticized the BBC for its “defective” editorial policies, and as a consequence, the BBC's top management resigned.
In July 2004, the Butler Report on pre–Iraq war British intelligence was released. It echoed the findings of the U.S. Senate Intelligence Committee of the week before that the intelligence had vastly exaggerated Saddam Hussein's threat. The famous claim that Iraq's chemical and biological weapons “are deployable within 45 minutes of an order to use them” was especially singled out as highly misleading. But like the U.S. report, it cleared the government of any role in manipulating the intelligence.
On May 5, 2005, Blair won a historic third term as the country's prime minister. Despite this victory, Blair's party was severely hurt in the elections. The Labour Party won just 36% of the national vote, the lowest percentage by a ruling party in British history. The Conservative Party won 33%, and the Liberal Democrats 22%. Blair acknowledged that the reason for the poor showing was Britain's involvement in the war in Iraq, which was widely unpopular. A number of political analysts believe Blair will not serve out his new five-year term. Many expect him to resign in the next several years and turn over the reins of the Labour Party to Gordon Brown, the chancellor of the exchequer, whose policies many credit in creating Britain's strong and stable economy.
On July 7, 2005, London suffered a terrorist bombing, Britain's worst attack since World War II. Four bombs exploded in three subway stations and on one double-decker bus during the morning rush hour, killing 52 and wounding more than 700. Four Muslim men, three of them British-born, were identified as the suicide bombers. On July 21, terrorists attempted another attack on the transit system, but the bombs failed to explode. A leaked document by a top British government official warned Prime Minister Blair more than a year before the bombings that Britain's engagement in Iraq was fueling Islamic extremism, but Blair has repeatedly denied such a link, contending that the bombings were the result of an “evil ideology” that had taken root before the Iraq war. Blair proposed legislation that would toughen the country's antiterrorism measures, and suffered his first major political defeat as prime minister in November, when his proposal that terrorist suspects could be held without charge for up to 90 days was rejected.
In April 2006 the Blair government weathered a major scandal when it was revealed that since 1999 it had released 1,023 foreign convicts—among them murderers and rapists—into British society instead of deporting them to their countries of origin.

Terror Report Identifies Sudan as State Sponsor of Terrorism, May 21, 2002
(Africa overview of 2001 Patterns of Global Terrorism Report)
The shock produced by the September 11 terrorist attacks on the United States and renewed international cooperation to combat global terrorism are producing a "new readiness" on the part of African leaders to address the problems of international terrorism, says the Africa Overview section of the 2001 Patterns of Global Terrorism Report.
The report, which was prepared by the U.S. Department of State and released May 21, adds, however, that "international terrorist organizations with Islamic ties, including al-Qaida and Lebanese Hizballah, have a presence in Africa and continue to exploit Africa's permissive operating environment -- porous borders, conflict, lax financial systems, and the wide availability of weapons -- to expand and strengthen their networks."
Sudan, which is identified in the Africa Overview as one of the seven state sponsors of terrorism, is discussed in a separate state sponsorship section of the same report.

"The Organization of African Unity (OAU) expresses to the Government and people of the United States of America the full solidarity and the deepest condolence of the OAU and the entire people of Africa over this tragedy which affected not only the people of the USA but humanity as a whole." There was nearly universal condemnation of the September 11 attacks on the United States among Sub-Saharan African governments. These governments also pledged their support to the war against terrorism. In addition to bilateral cooperation with the United States and the global Coalition, multilateral organizations such as the Organization of African Unity and the Southern African Development Community have committed themselves to fighting terrorism.
The shock produced by the September 11 attacks and renewed international cooperation to combat global terrorism is producing a new readiness on the part of African leaders to address the problems of international terrorism. Africa's increased cooperation may help counter the persistent threat and use of terrorism as an instrument of violence and coercion against civilians. Most terrorist attacks in Africa stem from internal civil unrest and spillover from regional wars as African rebel movements and opposition groups employ terrorist tactics in pursuit of their political, social, or economic goals. Countries where insurgent groups have indiscriminately employed terrorist tactics and attacked civilians include the Democratic Republic of the Congo, Liberia and Sierra Leone.
International terrorist organizations with Islamic ties, including al-Qaida and Lebanese Hizballah, have a presence in Africa and continue to exploit Africa's permissive operating environment -- porous borders, conflict, lax financial systems, and the wide availability of weapons -- to expand and strengthen their networks. Further, these groups are able to flourish in "failed states" or those with weak governments that are unable to monitor the activities of terrorists and their supporters within their borders. Press reports also indicate that terrorists may be using the illicit trade in conflict diamonds both to launder money and to finance their operations.

Angola
Angola made strides in combating terrorism since the September 11 terrorist attacks on the United States. In late November, the National Assembly passed a resolution calling for Angola to participate in regional and international efforts to combat terrorism, to include sharing intelligence, technical expertise, and financial information, and cooperating on legal issues. President dos Santos publicly backed U.S. military actions and supports the Organization of African Unity resolutions against terrorism.
For more than two decades, Angola has been plagued by the protracted civil war between the National Union for the Total Independence of Angola (UNITA) and the Angolan Government. UNITA is believed to have been responsible for several brutal attacks on civilian targets in 2001. Unidentified militants -- suspected of being UNITA rebels -- ambushed a train killing 256 persons and injuring 161 others in August. Later that month, armed men fired a missile at a passing bus, killing approximately 55 and wounding 10. UNITA rebels are also suspected of attacking a farm in May, killing one person, wounding one, and kidnapping 50 others.
During 2001, violence from the Angolan civil war again spilled over into neighboring Namibia. The Angolan Government, operating on the invitation of the Namibian Government, pursued UNITA rebels into Namibia. Border clashes resulted in several attacks. In May, rebels attacked a village killing one person and wounding one other. Earlier in the year, armed men entered a village, abducting eight persons who were taken to Angola and held hostage.
(On 4 April, 2002, shortly after the death of Jonas Savimbi, UNITA leaders signed a cease-fire agreement with the Government of Angola.)
Djibouti
Djibouti pledged early, strong, and consistent support for the U.S.-led Coalition in the global war on terrorism. Djibouti also hosts Coalition forces from France, Germany, the United Kingdom, and the United States. Djibouti closed financial networks suspected of funneling funds for terrorist operations that operated there and issued a Djiboutian executive order that commits the country to cooperate fully with U.S. counterterrorist financial measures.
Ethiopia
Ethiopia has been another strong supporter of the campaign against terror. The Ethiopian response was immediate and vocal following the September 11 attacks. Ethiopia also has shut down terrorist financial networks operating in its territory. Ethiopia continues to cooperate in examining potential terrorist activity in the region, including in Somalia.
Kenya
Kenya already had suffered from an al-Qaida attack on the U.S. Embassy in Nairobi in August 1998. Kenya remained a key ally in the region, implementing new measures to impose asset freezes and other financial controls, offering to cooperate with the United States to combat terrorism, and leading the current regional effort toward national reconciliation in Somalia. Kenya is a party to 10 of the 11 antiterrorism conventions and is a signatory to the newest, the 1999 UN Convention for the Suppression of the Financing of Terrorism.
Nigeria
Nigeria has strongly supported U.S. antiterrorism efforts around the world as well as the military action in Afghanistan. Nigeria led diplomatic efforts in the U.N. and the Economic Community of West African State (ECOWAS) and in the battle against terrorism. The Nigerian Government has drafted legislation -- the Anti-Terrorism, Economic and Financial Crimes Commission Act -- that contains explicit criminal sanctions against terrorism and its financing. The Government of Nigeria is committed to preventing its territory -- home to Africa's largest Muslim population -- from becoming a safehaven for Islamic extremists.
Senegal
Senegal has been a leader in the African response to the attacks of September 11, with President Abdoulaye Wade's proposed African Pact Against Terrorism. President Wade stressed this issue with many of the continent's leaders during a two-day conference in Dakar in October 2001 and is energizing countries to join the fight via the Organization of African Unity/African Union. The Senegal Central Bank and regional banks based in Dakar have modified regulations to restrict terrorist funding. Senegal has also created a regional counterterrorism intelligence center, using assets of its security and intelligence services along with assistance from the United States. Senegal plans to ratify all remaining U.N. conventions against terrorism in the near future.
Somalia
Somalia, a nation with no central government, represents a potential breeding ground as well as safehaven for terrorist networks. Civil war, clan conflict, and poverty have combined to turn Somalia into a "failed state," with no one group currently able to govern the entire country, poor or nonexistent law enforcement, and an inability to monitor the financial sector. Some major factions within Somalia have pledged to fight terrorism. However, one indigenous group, al-Ittihad al-Islami (AIAI), is dedicated to creating an Islamic state in Somalia, has carried out terrorist acts in Ethiopia, and may have some ties to al-Qaida. AIAI remains active in several parts of Somalia. In July, gunmen in Mogadishu attacked a World Food Program convoy, killing six persons and wounding several others. In March, extremists attacked a Medecins Sans Frontieres medical charity facility, killing 11 persons, wounding 40, and taking nine hostages. The hostages were later released. The need for cooperation among Somalia's neighbors in the Horn of Africa is obvious, given the long borders shared with Somalia by Djibouti, Ethiopia, and Kenya. These countries have -- individually and, in cooperation with the United States -- taken steps to close their ports of entry to potential terrorists, deny use of their banking systems to transfer terrorist-linked assets, and to bring about the peaceful reconciliation and long-term stability that will remove the "failed-state" conditions currently found in Somalia.
South Africa
South Africa expressed its unreserved condemnation for the 11 September terrorist attacks on the United States. The Government has offered its support for U.S.-led diplomatic efforts to fight terrorism. South Africa also supports the Organization of African Unity's counterterrorism resolution. South Africa continued to experience some incidents of urban terrorism in 2001.
Uganda
President Yoweri Museveni publicly condemned the 11 September attacks and called upon the world to act together against terrorism. Two insurgent groups -- the Lord's Resistance Army (LRA) in Northern Uganda and the Allied Democratic Forces in Western Uganda -- continued military operations aimed at undermining the Kampala government in 2001 -- resulting in several terrorist attacks that injured foreign nationals. In June, three bombs exploded simultaneously in public areas in Kampala killing one and wounding 19 persons. Suspected LRA rebels ambushed a Catholic Relief Services vehicle in September, killing five persons and wounding two others.
Alternate Means of Terrorist Funding? Diamonds and Tanzanite
Several media reports made the claim that the al-Qaida network has made millions of dollars from diamonds mined by rebels in Sierra Leone, either by trading them or using them to launder money. Revolutionary United Front (RUF) officials were alleged to have sold millions of dollars in diamonds to Usama Bin Ladin's al-Qaida terrorist network.
Similarly, allegations were made linking the sale of tanzanite to al-Qaida financing. Press reports claimed that a former personal secretary to Bin Ladin kept a diary detailing al-Qaida's use of tanzanite to help finance its operations for the past several years.
A subsequent claim was made that other radical Islamic groups (including the Lebanon-based Hizballah) transferred millions of dollars made from Congolese diamond sales to their organizations back home.
We continue to investigate these claims. The US Government also is cooperating with the United Nations, diamond-producing countries, and diamond-importing countries to develop a certification system for diamonds to prevent "conflict diamonds" from entering the international trading system.

The Brits never was attacked by terrorists before they joined the USA in attacking Iraq.
Along with the U.S., Britain launched air strikes against Iraq in Dec. 1998 after Saddam Hussein expelled UN arms inspectors. In the spring of 1999, Britain spearheaded the NATO operation in Kosovo, which resulted in Yugoslavian president Slobodan Milosevic's withdrawal from the territory.
In Feb. 2001, foot-and-mouth disease broke out among British livestock, prompting other nations to ban British meat imports and forcing the slaughter of thousands of cattle, pigs, and sheep in an effort to stem the highly contagious disease. The episode cost farmers and the tourist industry billions of dollars.
In June 2001, Blair won a second landslide victory, with the Labour Party capturing 413 seats in Parliament.
Britain became the staunchest ally of the U.S. after the Sept. 11 attacks. British troops joined the U.S. in the bombing campaign against Afghanistan in Oct. 2001, after the Taliban-led government refused to turn over the prime suspect in the terrorist attacks, Osama bin Laden.
Blair again proved himself to be the strongest international supporter of the U.S. in Sept. 2002, when he became President Bush's major ally in calling for a war against Iraq. Blair maintained that military action was justified because Iraq was developing weapons of mass destruction that were a direct threat to its enemies. He continued to support the Bush administration's hawkish policies despite significant opposition in his own party and the British public. In March 2003, a London Times newspaper poll indicated that only 19% of respondents approved of military action without a UN mandate. As the inevitability of the U.S. strike on Iraq grew nearer, Blair announced that he would join the U.S. in fighting Iraq with or without a second UN resolution. Three of his ministers resigned as a result. Britain entered the war on March 20, supplying 45,000 troops.
In the aftermath of the war, Blair came under fire from government officials for allegedly exaggerating Iraq's possession of weapons of mass destruction. In July 2003 Blair announced that “history would forgive” the UK and U.S. “if we are wrong” and that the end to the “inhuman carnage and suffering” caused by Saddam Hussein was justification enough for the war. The arguments about the war grew so vociferous between the Blair government and the BBC that a prominent weapons scientist, David Kelly, who was caught in the middle, committed suicide. In Jan. 2004, the Hutton Report exonerated the Blair administration of any misconduct concerning the weapons inspections and concluded that it had not “sexed-up” the intelligence dossier, an accusation put forth by BBC reporter Andrew Gilligan. The report strongly criticized the BBC for its “defective” editorial policies, and as a consequence, the BBC's top management resigned.
In July 2004, the Butler Report on pre–Iraq war British intelligence was released. It echoed the findings of the U.S. Senate Intelligence Committee of the week before that the intelligence had vastly exaggerated Saddam Hussein's threat. The famous claim that Iraq's chemical and biological weapons “are deployable within 45 minutes of an order to use them” was especially singled out as highly misleading. But like the U.S. report, it cleared the government of any role in manipulating the intelligence.
On May 5, 2005, Blair won a historic third term as the country's prime minister. Despite this victory, Blair's party was severely hurt in the elections. The Labour Party won just 36% of the national vote, the lowest percentage by a ruling party in British history. The Conservative Party won 33%, and the Liberal Democrats 22%. Blair acknowledged that the reason for the poor showing was Britain's involvement in the war in Iraq, which was widely unpopular. A number of political analysts believe Blair will not serve out his new five-year term. Many expect him to resign in the next several years and turn over the reins of the Labour Party to Gordon Brown, the chancellor of the exchequer, whose policies many credit in creating Britain's strong and stable economy.
On July 7, 2005, London suffered a terrorist bombing, Britain's worst attack since World War II. Four bombs exploded in three subway stations and on one double-decker bus during the morning rush hour, killing 52 and wounding more than 700. Four Muslim men, three of them British-born, were identified as the suicide bombers. On July 21, terrorists attempted another attack on the transit system, but the bombs failed to explode. A leaked document by a top British government official warned Prime Minister Blair more than a year before the bombings that Britain's engagement in Iraq was fueling Islamic extremism, but Blair has repeatedly denied such a link, contending that the bombings were the result of an “evil ideology” that had taken root before the Iraq war. Blair proposed legislation that would toughen the country's antiterrorism measures, and suffered his first major political defeat as prime minister in November, when his proposal that terrorist suspects could be held without charge for up to 90 days was rejected.
In April 2006 the Blair government weathered a major scandal when it was revealed that since 1999 it had released 1,023 foreign convicts—among them murderers and rapists—into British society instead of deporting them to their countries of origin.

Reporters both in the UK and Germany gleefully went airside at both airports days after Lockerbie, when checks had allegedly been tightened-up. But it wouldn't be so easy now: controls over passes are much more rigid.

Interestingly the polar votices are sequestered for the most part over the poles. Their reach is extending down the face of Earth. The equatorial areas are very hot. Little intermingling. Some over North America but that is the densest blanket of CO2.
It's an intersting dynamics. Over the North America continent the movement of the cold air first occurred over water areas, Hudson Bay, the Great Lakes and now it has moved even further south.
Andy is chilly due to displaced Artic Air. I haven't done a complete analysis. I'll spend more time wth Earth tomorrow afternoon. A labor of love I can commit to memory without writing. There is also a very real reason why the hurricane season has been down graded by NASA. It isn't about El Nino either. There isn't the 'moisture' content to the 'lower/equatorial' trophosphere to HOLD THE HEAT and fuel the convension systems. The oceans/seas are hot but the moisture content is not there to support the clouds. On the other blog I have spoken about a dry Earth but very wet higher elevation troposphere without making it to the surface due to evaporation. Now. Imagine an entire hurricane attempting to build velocity to deliver heat to the seas BUT doesn't have enough water content to HOLD THE HEAT. The water vapor is what holds the heat that then is exchanged with the tropospheric air and surface water temperatures. There cannot be hurricanes IF there are no clouds. The Pacific however is mounting some record setting storms.

I think there might be a real reason for the Pakistani community to be miffed at Interpol. But. Then Interpol needed a reaon to bring NATIONS into tow with very real dangers that would take only one person to decide to carry out and it wouldn't have to be a terrorist so much as a domestic and disgruntled 'nut case.' Interpol regardless the outcome of the investigation of the Pakistani community did the right thing. They should never second guess what they did here. I think they are brilliant. Love it!

Jihad - not what one might think. The Quran does not promote Jihad as murder.
Back in the day, when all these doctrines were written there was no real 'lines in the sand' so to speak. No sovereignty. It was a matter of what one's Army, Calvary, Camel Warriors could 'hold' as territory/land. Territory is a better word actually. In those days, either a military such as the Roman and even the Greeks would seek expansionism by taking lands as territories and enslaving people to work while paying taxes for their freedom or sometimes just life. That is how the Jews were enslaved. But, that is not the subject.
Mohammad was a profit. He set down rules. Rules to survive by. As with the Jewish religion many of the 'dietary laws' are soundly based in very real risks of disease/infection and the spread of it.
But, war was not seen as an aggression to defend territory. It was a matter of economics. When a territory was established and began to run out of resources it was time to move on. The Middle East tribes were nomads. They weren't necessarily nice nomads and not necessarily pastoral nomads. They were brutal to some extent. So when they 'took' territory it was a matter of survival/econmics (Same thing ). The 'method' was allowable through a form of war called Jihad. A permission to be uncivilized. Within their communities these people sorta got along although it was still a matter of 'the strongest will survive/have the best economics.'
The war method was to NOT capture slaves. Mohammed didn't see slavery as an allowed way of handling people. Within the communities/tribes they were benevolent. Somewhat. Slaves, like the Jews to Hitler were a liability as well. They needed to be fed and had expense the economy didn't/couldn't bear.
There was a level of hospitality within Islam that no one sees today in Western Culture. There is an experssion within the Islamic culture, when a person (primarily men) traveled a great distance (especially across a desert) and arrived at your household, the statement "I have come to be your guest." means there was a great deal of hardship placed behind the traveler to come to a 'famous/favored' household/economy. They were welcomed as family. That carries through today, but the way. It was noticed by me when Jordan openly granted hospitality to Saddam's daughters. It was also a way of diluting inbreeding (I don't mean to be crass, so much as painting a picture).
At any rate, Jihad was really no different than the mass attacks of Genghis Khan. They were brutal and designed to destroy the opposition. The attacking tribes never wanted to 'take on' the culture of those dominated as did the Greeks and Romans. The 'Jihad' was of the opinion their culture worked for them and didn't need to expand their horizons.
The point is, Jihad, was a form of eonomic viability. It's purpose was to give permission to the tribe to survive. The word, Jihad, as it's used today is PERVERTED. There is no way today in the year 2006 Jihad even applies to any actions by men. It's ancient. It has no place except in the annals of the Islamic culture.
That is why the 'permisison' by governments like Saudi Arabia, Lebanon, Syria, Iran and Iraq. the UAE and the like is so ludicrous to allow 'the Islamic street' to exist in this 'fantasy' of the Quran. The 'fantasy' literally holds the culture at the brink of it's own annihilation by the virtue of the fact these young men whom define their masculinity by killing other people according to the fantasy are literally destroying the Arab gene pool.
There is no rational reason, except murder, for the word Jihad to be in the vocabulary of Islam. It must be a real 'head rush' to be Nasrallah (Nas - r - ALLAH.) sending young men to their deaths regardless of the empty promise of a heaven after those deaths while committing murder and NOT an economic movement to secure their society from extinction. If anything idiots like Nasrallah are shortening the meer existance of Arabia.

The two men, Ali Houssaiky and Osama Abulhassan, of Dearborn, Michigan, were apprehended on Tuesday in Marietta, Ohio, during a traffic stop and found carrying $11,000 in cash, 12 cell phones, airline passenger lists and information on airport security, a spokesman for the Washington County prosecutor's office said.
Authorities said the men admitted to buying hundreds of telephones and reselling them in Dearborn.
A map marking Wal-Mart stores from Ohio to South Carolina was also found in their sedan, a spokesman said.
Dearborn, a suburb of Detroit with a large Arab-American population, has been a locus of U.S. investigations into money-raising on behalf of Hizbollah and Hamas, both groups that are on the U.S. list of terrorist organizations.

Example: Peter Bergen obviously has vast knowledge of al Qaeda, names, dates, acts of violence; but; he doesn't speak to the issue of the longevity of this terror issue. This country has spent itself into huge debt without questioning once as to the necessity until it became obvious that Iraq was a fraudulent issue to National Security. By exploiting the intellect of Bergen, and placing him in a position to reiterate the history of al Qaeda and terrorism it serves several purposes. It brings up issues of past terrorist successes to raise the 'culture of fear' component in society. It also brings multiple words of 'al Qaeda' and 'bin Laden' and all the 'fear' components with those words over and over again. It's linquistic manipulation of the 'course' of the thought processes this news network is trying to steer into.
There is no doubt Peter Bergen knows his stuff, it's just that it doesn't really apply here as London intelligence has been successful. And I am sorry if this sounds ungrateful but I don't believe this was much of a reach for Interpol. I am confident the techniques that were to be employed were very much on the minds and in the records of British intelligence. It was just a matter of finding people who really wanted to carry this out. The SHAME of it all is that this type of 'terror alert' should never have been an issue today. It should have been in place long ago. Finding people who want to do society harm is always necessary, but, the measures to protect society from them should not be an after thought.

Let's hope it happens. I don't see Israel returning to insecurity at it's borders either. Israel has sacrificed a great deal to remove Hezbollah from an area that can be patrolled by a neutral peacekeeper force. That has to be respected. I don't see any alternatives. Hezbollah is a terrorist organization, they aren't interested in peace in the Middle East or otherwise. They need to be dissolved with concerted efforts internationally.

The USA Military under Bush has stated they will assist the new Central Government. That is primarily Shi'ite. The other ethnicities fight out of fear of being overtaken by a new government. Witnesses said the air strike was directed at a small grove of citrus trees in the Tufah area of Gaza.
Men wept over bodies at Shifa Hospital, where they were taken. The girl was brought to the hospital with the two men, but it was unclear how she was hit, police said. A spokesman for the Popular Resistance Committee, Abu Mijhad, said the two men belonged to his group. The PRC is a small group affiliated with Hamas.
One of those killed, Ramadan Majdalawi, was a senior field commander, the group said.

I don't believe a thing John Roberts reports and his opinion is not at all welcome. If he is miffed at the Israeli campaign against Hezbollah I suggest he go across to the other side and report for Al Jazeera.
Cooper and the weather man, Roberts just can't cut it. They can risk it all but that doesn't change the fact they don't have the right context of their news broadcast. They seek to undermine Israel's solid stance and legitimate effort to destroy a terrorist network that holds the entire Middle East as a host at their whims. This news team, doesn't get it. MOSCOW, August 8 (RIA Novosti) - Russia proposes that the UN Security Council adopt an interim resolution to demand a ceasefire in Lebanon in the event member-states fail to come to terms on the French-American draft, a deputy foreign minister said Tuesday.
"Under the circumstances, a short resolution on a humanitarian ceasefire needs to be adopted as a provisional step by the Security Council if differences over the proposed [by the U.S. and France] draft persist," Andrei Denisov said.
The conflict between Lebanon-based radical Islamic movement Hizbollah and Israel has been continuing for three weeks in southern Lebanon and has claimed almost 1,000 lives and forced about a quarter of the country's population to flee their homes. Hizbollah has killed more than 90 Israelis, mostly soldiers.
Russia's ambassador at the UN, Vitaly Churkin, said early Tuesday ahead of new discussions on the resolution drafted by the United States and France that the document stipulated no immediate ceasefire or Israel's pullout from Lebanon.
"The draft resolution envisions a political process that is supposed to lead out Israeli troops but this is something that you can only discover after thorough analysis of the text," Churkin said, adding that the document stipulated no 100% guarantees that this would happen soon.
Islamic countries, including Lebanon, have slammed the document for what they called legitimizing Israel's aggression.
The diplomat also said that his country favored a resolution that would satisfy Lebanon as otherwise the conflict would only escalate further.
Denisov said the French-American draft was "a step forward," but added that Lebanon's remarks should be taken into account to prevent an "unworkable" resolution from being passed.
The Security Council was to convene an open session Tuesday to discuss a resolution on Lebanon with all interested parties, including a delegation from the Arab League and, in particular, diplomats from Qatar, the only Muslim country on the UN Security Council. The session was expected to focus on a resolution drafted by the United States and France.

I recently examined some 100 pages of documents that detail the multi-billion-dollar, no-bid contract awarded in 2003 by the U.S. Army to Kellogg, Brown and Root (KBR), a subsidiary of Halliburton Co.
Heavily redacted and often written in maddeningly abstruse government legalese, the documents were released by the Department of the Army on orders of U.S. District Court Judge Ricardo M. Urbina to Judicial Watch, the public interest watchdog that flags and prosecutes government corruption.
Several documents suggest that the U.S. Army Corps of Engineers may have lied publicly about the involvement of the vice president's office in awarding the contract. It will be remembered that Vice President Dick Cheney was chairman and CEO of Halliburton from 1995-2000.
In an e-mail dated April 22, 2003, Carol Sanders of the Army Corps writes, "Mr. Robert Andersen, Chief Counsel, USACE, participated in a (CBS) 60 Minutes interview today in New York regarding the sole source award of the oil response contract to Kellogg, Brown and Root. ... Mr. Andersen ... was able to make many of the points we had planned."
Sanders subsequently provided sound bites from the interview, including, "There was no contact whatsoever (with the vice president's office)."
This directly contradicts another e-mail uncovered by Judicial Watch in 2004. The e-mail, dated March 5, 2003, sent by an official of the Army Corps whose name was redacted, stated, "We anticipate no issue (with the KBR deal) since the action has been coordinated with the V.P.'s office."
The newly released documents also prove the Department of the Army abused the Freedom of Information Act process by improperly invoking exemptions. One document, for example, includes a frank admission by an Army Corps official:

In a carefully worded letter dated May 14, 2003, Sen. Carl Levin, D-Mich., ranking member of the Senate Armed Services Committee, wrote to Lt. Gen. Robert B. Flowers, U.S. Army Chief of Engineers:
"Earlier this year, the Department of Defense awarded a sole-source contract to KBR ... for the reconstruction of the Iraqi oil industry. I understand that this contract was awarded as a short-term 'bridge' contract, with the expectation that a follow-up contract will be awarded later this year on the basis of full and open competition.
"I would appreciate additional information on the 'bridge' contract awarded to KBR. In particular, I would like copies of both the contract itself and each of the work orders issued under the contract to date. I understand this information is classified."
A record of a response to Levin's request could not be obtained.
Another caustic memo in which the dates and sender's and recipient's names are blanked out reads:
"Why don't you Army people understand we administer our own contracts? Your bunch mentions DCMA (Defense Contract Management Agency) administration of the contract everytime (sic) we meet/talk. Is there a hidden agenda that we should be made aware of? If not, please explain your ASAALT (Assistant Secretary of the Army Acquisition, Logistics and Technology) reluctance for us to administer our own contracts? Wasn't cradle-to-grave the latest 'fad' you all were pushing last time I read your webpage (sic)?"

It's not time for the UN yet. They should not go far. If Bush is able to form a Peacekeeper Force there may be a real need for them to return, however, until there is a vaible peace along the borders of Israel, the IDF and the IAF has a sincere purpose to protect the citizen's of Israel. Mr. King is working too hard 'too sell' the progress on a ceasefire. I don't really care what the public says, thinks or otherwise. They have no real solutions while Prime Minister Olmert does. I recently examined some 100 pages of documents that detail the multi-billion-dollar, no-bid contract awarded in 2003 by the U.S. Army to Kellogg, Brown and Root (KBR), a subsidiary of Halliburton Co.
Heavily redacted and often written in maddeningly abstruse government legalese, the documents were released by the Department of the Army on orders of U.S. District Court Judge Ricardo M. Urbina to Judicial Watch, the public interest watchdog that flags and prosecutes government corruption.
Several documents suggest that the U.S. Army Corps of Engineers may have lied publicly about the involvement of the vice president's office in awarding the contract. It will be remembered that Vice President Dick Cheney was chairman and CEO of Halliburton from 1995-2000.
In an e-mail dated April 22, 2003, Carol Sanders of the Army Corps writes, "Mr. Robert Andersen, Chief Counsel, USACE, participated in a (CBS) 60 Minutes interview today in New York regarding the sole source award of the oil response contract to Kellogg, Brown and Root. ... Mr. Andersen ... was able to make many of the points we had planned."
Sanders subsequently provided sound bites from the interview, including, "There was no contact whatsoever (with the vice president's office)."
This directly contradicts another e-mail uncovered by Judicial Watch in 2004. The e-mail, dated March 5, 2003, sent by an official of the Army Corps whose name was redacted, stated, "We anticipate no issue (with the KBR deal) since the action has been coordinated with the V.P.'s office."
The newly released documents also prove the Department of the Army abused the Freedom of Information Act process by improperly invoking exemptions. One document, for example, includes a frank admission by an Army Corps official:

There isn't anything al Qaeda can do to Israel that Hezbollah hasn't already done. Al Qaeda is not backed by a nation. Hezbollah has the sympathies of Syria and primarily Iran. Hezbollah purports to be a 'party' in Lebanon while the President of Lebanon actually stands by and let's them carry on a war with Israel. What is that? How can a 'political party' wage a war against a sovereign nation while it's President looks the other way while being sympathetic to the terrorist network/party of that country? I'm not getting into the Turkish aggression. The Kurds are a completely different issue from Hezbollah. They are not Hezbollah and the conflict with Turkey has a history. I don't agree with deaths of any people, but, Turkey is posturing to justify their long standing agression against the Kurds. Bush is attempting to 'steam roll' a moment against any and all area nations of the Middle East by defining 'terrorism' as it's purpose when in fact these are completely different. Turkey and the Kurds are somewhat similar in 'etiology' as Kashmir. They want their own nation for their safety. As a result there is chronic issues of violence against them although the Kurds actually have 'squatter's rights' to the region they live. Kurds have to live somewhere.
The problem with Bush seeking to 'identify' with all troubled areas of the world as if they are simply 'terrorists' it serves no purpose to actually see the circumstances for what they are. We are right back to the attempt by this administration to ride the 'coat tails' of September 11th into lumping ALL world conflicts into legitimate issues of sovereignty when in fact there are no vehicles stating that.
This is from an address tothe legislature from Clinton referring to the efforts of the USA State Department under his administration to negotiate with Kurdish groups to bring about a good outcome. However, all these efforts were abandoned when Bush took office and when he illegally invaded Iraq.
The United States, together with international and humanitarian relief organizations, continues to provide humanitarian assistance to the people of northern Iraq. Security conditions in northern Iraq remain tenuous at best, with Iranian and PKK activity adding to the ever-present threat from Baghdad. We continue to facilitate talks between the two major Kurdish groups in an effort to help them resolve their differences and increase stability in northern Iraq.

As a matter of fact the USA knows of the UN resolution about PKK and the 'type' of issues presented in this 'context of human reality.' Bush doesn't have a leg to stand on and I can't think of a better reason to get a real USA Ambassador rather than Bolton. What Bush is trying to do is USE the border incursions of every incident globally to say it is a threat by terrorists.
Firstly, Kurds must never give up the right of legitimate liberation struggle with the accessory right of the use of force, rights which always exist because they are inherent, according to UN General Assembly Resolution 2708 (XXV), 12 Oct. 1979:
In session XXV in 1970, the UN General Assembly for the first time spoke of "the inherent right of all colonised peoples... to use all the necessary means at their disposal to struggle against the colonial power which oppresses their striving for freedom and independence".Three years later, an explicit recognition of the right to wage armed struggle was passed by the UN. A series of resolutions passed by the UN General Assembly legitimized the use of force in armed struggle. The most signicant of those resolutions was passed in December 1973, despite resistance from 13 Western states. Entitled "The fundamental Principles of the Legal Status of Combatants who Struggle Against Colonial or Foreign Rule as well as Against Racist Regimes", the resolution stated:

WASHINGTON (Reuters) - President George W. Bush told Turkish Prime Minster Tayyip Erdogan that the United States wants to deal more aggressively with cross-border attacks by Kurdish rebels based in northern Iraq, the White House said on Tuesday.
"We have talked about establishing a trilateral framework between the United States, Iraq and Turkey to address this issue," national security adviser Stephen Hadley said after Bush met Iraqi Prime Minister Nuri al-Maliki.
"We have already identified some steps that can be taken and that the Iraqis are going to take," he told reporters.
Several thousand members of the banned Kurdistan Workers Party, or PKK, are believed to be hiding in the mountains of mainly Kurdish northern Iraq, from where they slip across the border to attack Turkish police, troops and other targets.
Many of the Neocon agendas seen in this White House can be directly linked to The Heritage Foundation. Even the Robert's nomination had conflicting interests with this group, which probably profits nicely from inheritance tax evasion.
It's the Caspian Sea, just about the richests oil reserve left in the world that isn't tired out and chronically without procurement problems. War does not affect this area either primarily because Russia has a pipeline there.

If Turkey wants a United Nation's Resolution to act on, I suggest they pursue those avenues.
