It's called a civil war. The American presence is making it worse.

The USA Military under Bush has stated they will assist the new Central Government. That is primarily Shi'ite. The other ethnicities fight out of fear of being overtaken by a new government. They'll do this for a long time because they don't trust democracy. They don't completely understand it and put their allegiance with their religious leaders. The focus on Israel to some extent clouds the issues in Iraq. Bush and Tony Snow simply love the war Israel is waging, it gives them a chance to recreate a momentum, or so they think.

BAGHDAD (Reuters) — Almost 2,000 bodies were taken to Baghdad's morgue in July, the highest tally in five months of rising sectarian bloodshed which has forced the United States to boost troop levels in the capital to head off a civil war.
Morgue assistant manager Doctor Abdul Razzaq Obaidi said on Wednesday that about 90 per cent had died violently. "Most of the cases have gunshot wounds to the head. Some of them were strangled and others were beaten to death with clubs," he told Reuters.
The grim statistics came as a new poll showed the Iraq war had become more unpopular with Americans.
