In an interview with Xinhua, the president of the Russian oil company Rosneft said by the end of the year, Russia and China willset up a joint venture in each country that will engage in the exploration, production and processing of crude oil and oil products in Russia, and the sale of such products in China and other countries.
Asian and Pacific countries, particularly China, could be the major markets for oil from Russia's Siberia and Far East regions, he said, adding that Rosneft will set up an Asian office in Beijing.
Rosneft has signed a strategic cooperation agreement with the China Development Bank which provide financing for increased oil exports from Russia to China. Rosneft and the bank will also jointly finance the development of two oil and gas fields.
Bogdanchikov said Rosneft plans to increase its export of crudeoil and oil products to China from 7.1 million tons in 2005 to 12.7 million tons this year.

U.S. oil companies, sidelined since 1997, are clearly eager for a piece of the action in Sudan. One of the recent oil deals signed with Khartoum is worth noting. On June 10, a "British" oil tycoon named Friedhelm Eronat acquired for $8 million the largest stake in a drilling contract signed two years ago on behalf of Cliveden Sudan, a company owned by Eronat at that time and had registered in the Virgin Islands to avoid paying taxes. Until then, Friedhelm Eronat had been an American citizen. He swapped his American citizenship for British just before signing the contract, thereby avoiding a jail sentence or fine.
But was Eronat - a high-risk wheeler-dealer who owns extensive drilling rights in neighboring Chad, where he played the Chinese against Canadian oil interests - acting on his own behalf in the recent deal, or was he fronting for other interests? Eronat has fronted for Exxon Mobil and other companies in the past. He narrowly escaped indictment on corruption and fraud charges in connection with a deal allegedly involving shell companies, bribery, and the swapping of Iranian oil for oil from Kazakhstan in order to circumvent the American law against trading with Iran.

PanAfrica: Africa: Group Slams Janus Face of U.S. Policy
The report, which comes on the eve of a critical decision by the African Union (AU) whether to ask the United Nations to absorb its 7,000-strong peace monitoring force into a larger and more robust U.N. peacekeeping operation in Darfur, points precisely to Sudan as a prime example of the administration's competing priorities in Africa.
On the one hand, the administration has accused Khartoum of "genocide" in Darfur and has spoken out strongly -- most recently in an appeal Thursday by Secretary of State Robert Zoellick -- in favour of a strong U.N. mission to end the violence that has recently spread to Chad.
On the other hand, Washington has ruled out deployment of its own troops on the ground in Darfur and appears to be forging an alliance with Sudan's intelligence services in the context of its "war on terror", reportedly even building a listening post near Khartoum to gather intelligence in the Horn of Africa and the Arabian peninsula. To the extent that Washington relies on Khartoum's cooperation, its efforts to end the Darfur crisis are constrained.

NEW ORLEANS, March 21 (Reuters) - Oilfield services company Halliburton Co. (HAL.N: Quote, Profile, Research) expects to acquire companies to complement its existing businesses and broaden its geographic reach, Chairman and Chief Executive Dave Lesar said on Tuesday.
"These are going to be technology acquisitions, bolt-on acquisitions to our product lines, product extensions or geographic extensions," Lesar told the Howard Weil energy conference.
Halliburton, the world's second-largest oil field services company, has seen its revenues climb due to robust spending by oil and gas producers seeking to boost output to take advantage of high energy prices.
The company has said it plans to launch an initial public offering for 20 percent of its engineering and construction unit KBR, which is the Pentagon's biggest private contractor in Iraq.
Halliburton recently raised its quarterly dividend by 20 percent, putting the first-quarter dividend per share at 15 cents.

Port firm weighs options at key time
SSA Marine of Seattle, the largest U.S.-based port terminal operator, said it has engaged Citigroup to explore its "strategic alternatives" at a pivotal moment for the nation's ports.
SSA said it has received "recent inquiries from many companies looking to partner with, or invest in SSA Marine, as well as the opportunities to acquire additional operations."
SSA is seen as a potential bidder for the U.S. operations that Dubai Ports World has agreed to divest. The Seattle company already is a joint-venture partner in three of the terminals — in Philadelphia, Wilmington, Del., and Camden, N.J. — that Dubai Ports bought before its acquisition of port operator P&O ran into congressional opposition.
"None of the alternatives we are exploring would involve selling control of our U.S. operations to a company owned by a foreign government," SSA spokesman Bob Watters said late Friday.

Democratic Sen. Bob Menendez introduced a measure Tuesday seeking $965 million for port security after touting his proposals in a speech at the Center for American Progress, a liberal think tank.
After initially proposing $250 million for port security, the Republican-controlled Senate adopted a measure by Sen. Mitch McConnell, R-Ky., to allocate $978 million to make ports safer. However, that allocation — part of a bigger bill the Senate approved Thursday 51-49 — isn't binding because it is but one piece of a package of proposed governmental spending ceilings over the next five years.

WebMD) The fate of a highly controversial class of painkillers is likely to be decided at a federal inquiry scheduled to open Wednesday. In three days of hearings, the FDA and a panel of outside experts will investigate the safety of arthritis drugs called Cox-2 inhibitors. This group includes Vioxx, Celebrex, and Bextra. FDA documents show that the hearings will focus on evidence that the drugs increase the risk of heart attacks and stroke, a finding that pushed Vioxx's manufacturer to pull it from the market in September 2004. This has also led many experts to call for a broad re-evaluation of the other Cox-2 inhibitors.

The FDA advisory panel, a joint meeting of the agency's Arthritis Advisory Committee and the Drug Safety and Risk Management Advisory Committee, also recommended that the FDA require strongly worded black box warnings for each of the three COX 2 inhibitors currently approved in the United States - celecoxib, valdecoxib, and rofecoxib. The decision about rofecoxib was needed, according to FDA officials, because the drug was not ordered off the market but was withdrawn voluntarily.

Prosecutors hope to reinstate charges against Delay
AUSTIN (AP) — Prosecutors will try to persuade a Texas appeals court Wednesday to reinstate some of the criminal charges against Rep. Tom DeLay, who is trying to win re-election to Congress while under indictment.
In December, a judge threw out some of the conspiracy and money laundering charges against the former House majority leader, saying the conspiracy law DeLay allegedly violated did not exist at the time.
Prosecutors say that it did. Both sides will argue their cases before the Texas 3rd Court of Appeals. DeLay will not attend.
Because of the dispute, no trial date has been set.
DeLay is accused of funneling illegal corporate donations to Republican candidates for the Texas House. The Republicans went on to win control of the Legislature in 2002 and pushed through a DeLay-engineered redistricting plan that helped Texas send more Republicans to Congress in 2004.

Anderson you didn't mention during your Bush propaganda moments at the open meeting today how he lied about the way he promoted the Iraq invasion by aligning it with 911 and al Qaeda.
The rest of the program is in defense of poor Andy under attack by Bush. He's right Anderson. The press has been reporting negative aspects of Iraq. The part that remains improvements still leaves the Iraqi people in despair and poverty including runaway inflation. Sounds like a Republican stronghold to me. There isn't any good news in Iraq. There is war in Iraq. Anything that out shines death is a travesty. Bush believed by staging a destruction of a statue of Saddam after the invasion of Baghdad the people would worship him. Ha.

Today, I hugged a man whose son died in Iraq. If I have done nothing else with my life this week, at least for a few moments I know I did something good.
At noon today, 550 or so people set off from the Benton County Courthouse to march in witness to their opposition to the illegal war in Iraq. Marching is fairly easy to do. Unlike last year, where a winter-long drought ended about the same time the 2-year commemoration began, we had bright, cool weather. I carried a small framed quote from Thich Nhat Hanh: "There is no way to peace. Peace is the way." Many wore "Veterans for Peace" armbands — Leah and Bart Bolder of the local VFP organized and sponsored today's march and rally — and the usual assortment of banners and signs were carried along. Unlike past events, we had virtually no opposition. The Bible-quoting flag-wavers who usually stand across the street from the Courthouse were completely absent. (Leah tells me they have not been around at the daily peace vigil for some time. Perhaps that's as good an indication as any of how little support the war now has. Even those who believe God ordained Bush can no longer say he's doing the right thing in Iraq.)

DETROIT -- The president of the United States is inept, a frightening reality for the American people and our neighbors around the world. It is chilling for someone with the responsibilities and powers of the president to lack the fitness, aptitude and sense to carry out the duties of that office.
Bubble-Boy's bubble has burst. His failed policies and rampant incompetence now only enjoy unflinching support from the lockstep confines of GOP partisans, the Busheviks' corporate sponsors and their Amen chorus found on right-wing shout radio, the Fox News Channel and the editorial pages of the Wall Street Journal.
The mainstream American media, which long ignored or supported President George Bush's string of disasters, are finally catching on to what a growing majority of American people know: This frat-boy slacker, selected president because of his name and big-bucks supporters, this media-made Churchillian figure standing in the rubble of the Twin Towers, has been out of touch -- and often out of sight -- for every major national crisis before and since.

IF GEORGE W. BUSH were a character in a novel or a play, last week might have been the turning point in the narrative. He was shown on film being explicitly warned, just hours before Hurricane Katrina hit, that the levees in New Orleans were vulnerable.
But everyone knows that after the levees broke, he denied having been warned that such a thing was possible. The broadcast of the film amounted to a terrible epiphany: The president seemed caught in a lie. Grave questions had already been raised about his administration's manipulations of the truth, especially in relation to the war in Iraq. Does the truth matter in America any more?
Critics of the president (among whom I must be counted) might come to yet another swift judgment of him, finding further evidence of a disqualifying character flaw. Rumbles about impeachment can be heard, despite the unlikelihood of such an outcome, shy of still-fanciful Democratic victories in the fall elections.

And I'd like to ask you about events that occurred three years ago that might also explain why confidence has been shaken. Before we went to war in Iraq we said there were three main reasons for going to war in Iraq: weapons of mass destruction, the claim that Iraq was sponsoring terrorists who had attacked us on 9/11, and that Iraq had purchased nuclear materials from Niger. All three of those turned out to be false. My question is, how do we restore confidence that Americans may have in their leaders and to be sure that the information they are getting now is correct?
THE PRESIDENT: That's a great question. (Applause.) First, just if I might correct a misperception. I don't think we ever said -- at least I know I didn't say that there was a direct connection between September the 11th and Saddam Hussein. We did say that he was a state sponsor of terror -- by the way, not declared a state sponsor of terror by me, but declared by other administrations. We also did say that Zarqawi, the man who is now wreaking havoc and killing innocent life, was in Iraq. And so the state sponsor of terror was a declaration by a previous administration. But I don't want to be argumentative, but I was very careful never to say that Saddam Hussein ordered the attacks on America.

Imagine those 19 hijackers with other weapons and other plans -- this time armed by Saddam Hussein. Iraq continues to flaunt its hostility toward America and to support terror. The Iraqi regime has plotted to develop anthrax, and nerve gas, and nuclear weapons for over a decade. This is a regime that has already used poison gas to murder thousands of its own citizens -- leaving the bodies of mothers huddled over their dead children. This is a regime that agreed to international inspections -- then kicked out the inspectors. This is a regime that has something to hide from the civilized world.
States like these, and their terrorist allies, constitute an axis of evil, arming to threaten the peace of the world. By seeking weapons of mass destruction, these regimes pose a grave and growing danger. They could provide these arms to terrorists, giving them the means to match their hatred. IF you are concerned about disenfranchised parents the solution should be simple. Any birth in this country needs to accompanied by a complete birth certificate including any genetic testing to determine the correct father in circumstances of unmarried partners. In this way a father would know he had a child and could determine at the time a mother gives up an infant for adoption if indeed he desired to have the sole responsibilty for that child. It would also be a genetic bank for any child adopted to know if their parent(s) had issues that could cause issues in the future for them or their children. That could probably be accomplished by personal genetic testing but not necessarily in all cases. Recessives can skip generations phenotypically, especially if sex linked.

I hope Mr. Herbert isn't offended but I found this reality highly racist.
What minority group would ever vote for Republicans?
In 2003, among people who reported a single race, the poverty rate for non-Hispanic whites was 8.2 percent, unchanged from 2002. Although non-Hispanic whites had a lower poverty rate than other racial groups, they accounted for 44 percent of the people in poverty.
For blacks, neither the poverty rate nor the number in poverty changed between 2002 and 2003. People who reported black as their only race, for example, had a poverty rate of 24.4 percent in 2003.
Among those who indicated Asian as their only race, 11.8 percent were in poverty in 2003, up from 10.1 percent in 2002. The number in poverty also rose, from 1.2 million to 1.4 million. For the population that reported Asian, regardless of whether they also reported another race, the rate and the number increased to 11.8 percent and 1.5 million.
Among Hispanics, the poverty rate remained unchanged, at 22.5 percent in 2003, while the number in poverty increased from 8.6 million in 2002 to 9.1 million in 2003.
The poverty rate of American Indians and Alaska natives did not change when comparing two-year averages for 2001-2002 and 2002-2003.
The three-year average poverty rate for people who reported American Indian and Alaska native as their only race (23.2 percent) was not different from the rates for blacks or Hispanics. It was higher than the rate for non-Hispanic whites who reported only one race. The three-year average poverty rate for people who reported American Indian and Alaska native, regardless of whether they also reported another race (20.0 percent), was lower than the rates for blacks or Hispanics and higher than the rate for non-Hispanic whites who reported only one race.

Illogical Cutbacks on Cancer

When I was a kid I had the wildest crush on my Uncle Breeze's wife, Betty. She was beautiful and with all my heart I wanted to grow up and marry someone just like her.
I remember acutely the sadness I felt some years later when my mother told me that Aunt Betty was ill. She died not long after that. Cervical cancer.
This old memory was brought back to me by, of all things, a small but telling item in President Bush's mammoth budget proposal.
The federal government has a national breast and cervical cancer early detection program, run by the Centers for Disease Control and Prevention. It provides screening and other important services to low-income women who do not have health insurance, or are underinsured.
There is agreement across the board that the program is a success. It saves lives and it saves money. Its biggest problem is that it doesn't reach enough women. At the moment there is only enough funding to screen one in five eligible women.
A sensible policy position for the Bush administration would be to expand funding for the program so that it reached everyone who was eligible. It terms of overall federal spending, the result would be a net decrease. Preventing cancer, or treating it early, is a lot less expensive than treating advanced cancer.
So what did this president do? He proposed a cut in the program of $1.4 million (a minuscule amount when you're talking about the national budget), which would mean that 4,000 fewer women would have access to early detection.
This makes no sense. In human terms, it is cruel. From a budget standpoint, it's self-defeating.
"The program is really designed to help working women," said Dan Smith, a senior vice president at the American Cancer Society. "They may be working at a job that doesn't provide health insurance, but they're not the poorest of the poor who would qualify for Medicaid."
In many cases, these are women who do not have family doctors who might encourage them to be screened. The program offers free mammograms, Pap tests and other early detection services. "If they're diagnosed," said Mr. Smith, "there's a complementary program that allows them to be immediately insured so they can actually have the coverage for their treatment. That's a great program, as well."
"The early detection program is a good program because it has saved lives," said Dr. Harold Freeman, a senior adviser to the Cancer Society. "The women who are served come from a population that has a proven higher death rate from cervical and breast cancer."
He added: "It's hard to get into the health care system when you are asymptomatic. It's much easier to get into the system if you're obviously sick, if you're bleeding or in pain. But the problem with cancer is, if you're going to be cured, you have to get in before those kinds of symptoms occur. So these women need to be screened."
Dr. Freeman, a New York physician who has long specialized in the prevention and treatment of cancer, made it clear that his first concern was the health and quality of life of his patients. But then he addressed what he characterized as the "shortsighted" economic rationale for the budget cut.
"It won't save money," he said. "You don't save money by not diagnosing cancer early. You end up spending more money because anyone who develops cancer will get into the health care system and they will be treated. And the cost at that point will be a lot more. The logic here is very simple: the later you diagnose cancer of the breast or cervix, the more expensive it is to the country."
This is just one program in a range of cancer services that rely on support from the federal government. As if immune to the extent of human suffering involved, President Bush has proposed a barrage of cuts for these programs.
"What's really amazing," said Mr. Smith, "is that the president cut every cancer program. He cut the colorectal cancer program. He cut research at the National Cancer Institute. He cut literally every one of our cancer-specific programs. It's incomprehensible."
A bipartisan movement is under way in the Senate to block the president's proposed cuts. How that ultimately will fare is unclear.
What is clear is that cancer is a disease that horrifies most Americans, and with good reason. One out of every two men will contract the disease in his lifetime, and one out of every three women.
This is an area in which we need to be doing more, not less.
Real median income did not change between 2002 and 2003 for non-Hispanic white households (about $48,000), black households (about $30,000) or Asian households (about $55,500).
Households with Hispanic householders (who can be of any race) experienced a real decline in median income of 2.6 percent between 2002 and 2003.
Comparison of two-year moving averages (2001-2002 and 2002-2003) showed that the real median income for households with householders who reported American Indian and Alaska native, regardless of whether they reported any other races, increased by 4.0 percent to $35,441. There was no change for those who chose the single race of American Indian and Alaska native ($32,866).

There was no change for those who chose the single race of American Indian and Alaska native ($32,866).

U.S. Senate passes $2.8 trillion fiscal 2007 budget
WASHINGTON, March 16 (Reuters) - The U.S. Senate on Thursday narrowly passed a $2.8 trillion election-year budget that would continue a string of huge deficits while also rejecting some of President George W. Bush's domestic spending priorities.
By a vote of 51-49, the Senate approved the fiscal 2007 budget that is nonbinding, but provides guidelines for spending bills Congress will try to pass this summer.
The budget passed with Vice President Dick Cheney, who also serves as president of the Senate, sitting in the Senate chamber ready to cast a tie-breaking vote if needed.
The House of Representatives has not yet written its version of a fiscal 2007 budget.
The Republican budget, which won the support of only one Senate Democrat, projects a $359 billion deficit in the fiscal year beginning Oct. 1, down slightly from the $371 billion estimated for this year.
The budget also calls for the opening of Alaska's Arctic National Wildlife Refuge, generating an estimated $6 billion in leasing fees and bonus bids paid by energy companies to drill in the refuge. Pro-development lawmakers have been pushing the initiative for years and it was unclear whether environmentalists will be able to block the plan this year.

WASHINGTON — Army documents released Thursday substantiate assertions by Janis Karpinski, the highest-ranking officer punished in the Abu Ghraib prisoner abuse scandal, that she was innocent of two principal allegations lodged against her by the officer who initially investigated the case.
Among the documents was a January 2005 report by the Army inspector general's office that found insufficient evidence to support allegations that Karpinski had made a misleading statement to other Army investigators and that she failed to obey an order in connection with disciplinary action against soldiers under her command.

Prosecutors on Thursday turned over to defense attorneys four FBI reports that apparently reflect agents' interviews of Naseem Khan, the government's key witness in the trials of two Lodi men on terrorist-related charges....
The first report describes an interview of the source on Oct. 26, 2001, in Bend, Ore., where Khan lived at the time. The source told agents that during Ramadan in 1999, when Khan was living in Lodi, three Taliban members came to the Lodi Muslim mosque while the source was there and met with members who handled the mosque's financial affairs.
The source said the trio "traveled around to the other area mosques in Stockton, Yuba City and Live Oak," apparently on a money-raising mission.
"Source said that a very large amount of money is collected at the various mosques during Ramadan," the report says.
The source named the three Taliban members as Ayman al-Zawahri, Ahmed Mohammed Hamed and Abdelkarim Hussein Mohamed al-Nasser.

DAYTONA BEACH -- Joe Lynn Alderman and other prostitutes walking Daytona's streets are on edge as police think a serial killer is stalking them.
They are trying to memorize vehicle descriptions and license plates, talking regularly with investigators and keeping a wary eye out for suspicious activity. Three women who police say led ``high-risk lifestyles'' have turned up dead since December.

WEST PALM BEACH – The man held in the nanny killing case on Friday was charged at his first appearance hearing with trying to kill a Lake Worth couple during a 2003 break in, prosecutors said.
The suspect, Jerry Wiggins, 30, was sentenced to 15 years in prison in Broward County just two weeks ago for sexually assaulting a 14-year-old Coral Springs girl.

Pathologist says teen who died after boot camp altercation likely suffocated

TALLAHASSEE, Fla. -- A teen who was punched and kicked by guards at a Panama City boot camp likely died because he was suffocated during the confrontation and probably was brain dead when he was brought to a hospital, a pathologist told lawmakers Friday.
Dr. Michael Baden observed the second autopsy performed on 14-year-old Martin Lee Anderson on Monday in Tampa. Anderson's family disputed the original autopsy by a district medical examiner who found the boy had a natural death from complications of sickle cell trait, a usually benign blood disorder many blacks have.

WASHINGTON — A Dubai-owned company is giving itself up to six months to sell all $700 million worth of its newly acquired U.S. port operations to an American buyer, a plan forced by congressional concerns over terrorism security.
DP World, the world's third-largest ports company, disclosed new details and the timetable Wednesday for its plans to surrender its U.S. businesses. The announcement was the first time it described its plans for the newly acquired U.S. operations as a "sale" to a single, unrelated American buyer and indicated it would retain no stake.
Lawmakers who criticized the Bush administration for approving DP World's earlier plans to operate in the United States said they were satisfied. Still, the House voted 377-38 Wednesday to formally express its opposition to DP World running any port terminals in America.

Great Lakes gray wolves no longer endangered -US
WASHINGTON (Reuters) - The Interior Department on Thursday proposed to remove gray wolves in the western Great Lakes region from the federal list of endangered and threatened species.
Wolves in Minnesota, Michigan and Wisconsin, as well as in parts of North Dakota, South Dakota, Iowa, Illinois, Indiana and Ohio, would no longer be protected under the Endangered Species Act.
Instead they would be shielded by state and tribal programs, Department of Interior Secretary Gale Norton said in a press conference call.
The final decision will be made in eight to 12 months following a public comment period.
The Fish and Wildlife Service, an arm of the Interior Department, estimates some 4,000 gray wolves now live in Minnesota, Michigan and Wisconsin, up from between 700 and 1,000 when the animal was classified as endangered in 1974.
The agency says the current population represents 80 percent of all the gray wolves in the 48 contiguous states.
"Certainly, in the western Great Lakes the wolves are back," said John Kostyak, a lawyer for the National Wildlife Federation who attributed the recovery to cooperation between government officials and landowners.
"We're seeing a very impressive rebound for the species that have enjoyed the protection of the ESA," he said.
In 2003 the Bush administration tried to downgrade the status of the wolf from endangered to threatened in most of the lower 48 states. But federal courts in Oregon and Vermont struck down the decision.
The agency said the proposed Great Lakes delisting is smaller in scope than the 2003 effort, and can be easily approved. A 90-day public comment period on the proposal begins next week.
The Fish and Wildlife Service said that by 1960, the gray wolves were almost entirely eliminated from the three states in the northern Midwest, having starved from a lack of prey and been hunted for bounties for nearly 200 years.
"This is a species that over the centuries was basically extirpated from almost the entire lower 48 (states)," Kostyak said.
The proposal does not affect gray wolves in the West or in the Southwest, nor does it concern red wolves, a different species found in the Southeast.

Vancouver and Portland should consider merging their two ports, the mayors of the two cities said Thursday at a forum looking at bi-state issues.
The daylong Bi-State Metropolitan Forum at Portland State University examined common issues and common problems the two states share. PSU and Washington State University Vancouver were among the sponsors.
Much of the discussion at the conference centered on the need for better schools, smarter economic development and transportation improvements. But the two mayors -- Royce Pollard of Vancouver and Tom Potter of Portland -- said they wanted to see if a port merger made sense.
"I see one area where we could move a lot further," Pollard said during a question and answer session with Potter that was moderated by Scott Campbell, publisher of the Columbian. "I'd like to see some day where we have one port authority, Vancouver and Portland. We'd drive the economic engine that we have for the success of our region. I think it's worth looking to that in the future."
Potter said the issue intrigued him and wondered whether money could be saved through economies in administration and marketing.
"The proximity begs the question," Potter said after the forum. "Why shouldn't we at least look at entering into more collaborative activity?"
The idea, though, was only that, an idea. No discussions have taken place and neither port has been involved in any merger discussions, said Larry Paulson, executive director of the Portland of Vancouver, who attended the conference and was surprised when he heard the proposal.
"I said that's news to me," Paulson said.
The two ports already operate a joint marketing agreement, travel together on overseas trips, share a floating dock and sit on several interstate committees.

They are trying to memorize vehicle descriptions and license plates, talking regularly with investigators and keeping a wary eye out for suspicious activity. Three women who police say led ``high-risk lifestyles'' have turned up dead since December.

WEST PALM BEACH – The man held in the nanny killing case on Friday was charged at his first appearance hearing with trying to kill a Lake Worth couple during a 2003 break in, prosecutors said.
The suspect, Jerry Wiggins, 30, was sentenced to 15 years in prison in Broward County just two weeks ago for sexually assaulting a 14-year-old Coral Springs girl.

Pathologist says teen who died after boot camp altercation likely suffocated

TALLAHASSEE, Fla. -- A teen who was punched and kicked by guards at a Panama City boot camp likely died because he was suffocated during the confrontation and probably was brain dead when he was brought to a hospital, a pathologist told lawmakers Friday.
Dr. Michael Baden observed the second autopsy performed on 14-year-old Martin Lee Anderson on Monday in Tampa. Anderson's family disputed the original autopsy by a district medical examiner who found the boy had a natural death from complications of sickle cell trait, a usually benign blood disorder many blacks have.

WASHINGTON — A Dubai-owned company is giving itself up to six months to sell all $700 million worth of its newly acquired U.S. port operations to an American buyer, a plan forced by congressional concerns over terrorism security.
DP World, the world's third-largest ports company, disclosed new details and the timetable Wednesday for its plans to surrender its U.S. businesses. The announcement was the first time it described its plans for the newly acquired U.S. operations as a "sale" to a single, unrelated American buyer and indicated it would retain no stake.
Lawmakers who criticized the Bush administration for approving DP World's earlier plans to operate in the United States said they were satisfied. Still, the House voted 377-38 Wednesday to formally express its opposition to DP World running any port terminals in America.

Great Lakes gray wolves no longer endangered -US
WASHINGTON (Reuters) - The Interior Department on Thursday proposed to remove gray wolves in the western Great Lakes region from the federal list of endangered and threatened species.
Wolves in Minnesota, Michigan and Wisconsin, as well as in parts of North Dakota, South Dakota, Iowa, Illinois, Indiana and Ohio, would no longer be protected under the Endangered Species Act.
Instead they would be shielded by state and tribal programs, Department of Interior Secretary Gale Norton said in a press conference call.
The final decision will be made in eight to 12 months following a public comment period.
The Fish and Wildlife Service, an arm of the Interior Department, estimates some 4,000 gray wolves now live in Minnesota, Michigan and Wisconsin, up from between 700 and 1,000 when the animal was classified as endangered in 1974.
The agency says the current population represents 80 percent of all the gray wolves in the 48 contiguous states.
"Certainly, in the western Great Lakes the wolves are back," said John Kostyak, a lawyer for the National Wildlife Federation who attributed the recovery to cooperation between government officials and landowners.
"We're seeing a very impressive rebound for the species that have enjoyed the protection of the ESA," he said.
In 2003 the Bush administration tried to downgrade the status of the wolf from endangered to threatened in most of the lower 48 states. But federal courts in Oregon and Vermont struck down the decision.
The agency said the proposed Great Lakes delisting is smaller in scope than the 2003 effort, and can be easily approved. A 90-day public comment period on the proposal begins next week.
The Fish and Wildlife Service said that by 1960, the gray wolves were almost entirely eliminated from the three states in the northern Midwest, having starved from a lack of prey and been hunted for bounties for nearly 200 years.
"This is a species that over the centuries was basically extirpated from almost the entire lower 48 (states)," Kostyak said.
The proposal does not affect gray wolves in the West or in the Southwest, nor does it concern red wolves, a different species found in the Southeast.

Bi-state cooperation could begin with ports

Vancouver and Portland should consider merging their two ports, the mayors of the two cities said Thursday at a forum looking at bi-state issues.
The daylong Bi-State Metropolitan Forum at Portland State University examined common issues and common problems the two states share. PSU and Washington State University Vancouver were among the sponsors.
Much of the discussion at the conference centered on the need for better schools, smarter economic development and transportation improvements. But the two mayors -- Royce Pollard of Vancouver and Tom Potter of Portland -- said they wanted to see if a port merger made sense.
"I see one area where we could move a lot further," Pollard said during a question and answer session with Potter that was moderated by Scott Campbell, publisher of the Columbian. "I'd like to see some day where we have one port authority, Vancouver and Portland. We'd drive the economic engine that we have for the success of our region. I think it's worth looking to that in the future."
Potter said the issue intrigued him and wondered whether money could be saved through economies in administration and marketing.
"The proximity begs the question," Potter said after the forum. "Why shouldn't we at least look at entering into more collaborative activity?"
The idea, though, was only that, an idea. No discussions have taken place and neither port has been involved in any merger discussions, said Larry Paulson, executive director of the Portland of Vancouver, who attended the conference and was surprised when he heard the proposal.
"I said that's news to me," Paulson said.
The two ports already operate a joint marketing agreement, travel together on overseas trips, share a floating dock and sit on several interstate committees.

In light of the attempt of some local officials in Clayton County to get giant raises, I noted that Billings, Montana pays its mayor $9,600 a year. I always think of everyone in television bringing in the big bucks, but a 27-year-old television news editor in Kearney, Nebraska earns $24,500 while a 23-year-old television production assistant in Broken Arrow, Oklahoma brings in $20,000. So much for my plan to lower my voice, get a face transplant and go into television. (When I first got into this business when Lincoln was still president, a friend told me I had a face for radio and a voice for newspapers). But lest you totally despair Jon Steward makes a cool $1.5 million and news anchor Anderson Cooper makes $2 million.

Carlyle has won the right to negotiate exclusively with Eastern Multimedia. But the talks are limited to two weeks and if there is no deal, bidders such as MMG, Newbridge Capital (which is teaming up with John Malone's Liberty Media) and Taiwan's Fubon Group can then restate their case.

We hear a lot about women’s “reproductive rights.” In fact, some liberal politicians – Barbara Boxer comes to mind – seem to be able to segue from any conceivable topic to a discussion of them with ease. But do men have reproductive rights too?
Answering in the affirmative, a men’s group is filing a lawsuit today to win those very rights. According to CNN.com,
The National Center for Men [NCM] has prepared a lawsuit – nicknamed Roe v. Wade for Men – to be filed Thursday in U.S. District Court in Michigan on behalf of a 25-year-old computer programmer ordered to pay child support for his ex-girlfriend’s daughter . . .
. . . The gist of the argument: If a pregnant woman can choose among abortion, adoption or raising a child, a man involved in an unintended pregnancy should have the choice of declining the financial responsibilities of fatherhood. The activists involved hope to spark discussion even if they lose.
I must say, this action has been a long time in coming, as it targets a glaring double-standard of the pro-abortion lobby.
